Here's a late addition to my list of open source software available to publishers.

Open Medicine, an open-access medical journal, posted an article (No budget, no worries: Free and open source publishing software in biomedical publishing)about open source options for smaller publishers of scholarly journals.

While this article is journals specific, much of the information also applies to small and start-up publishers. In both cases, the publishers are competing against massive conglomerates that all but monopolize the industry.

For me the highlight is the authors' list of up-and-coming open source epublishing applications. Again, many of them are specfic to journals (i.e., they are identified as "journal management and publishing systems"), but they are worth exploring.
