Here's a late addition to my list of open source software available to publishers.

Open Medicine, an open-access medical journal, posted an article (No budget, no worries: Free and open source publishing software in biomedical publishing) about open source options for smaller publishers of scholarly journals.

Also, this article evaluates a number of open source epublish alternatives.

While these articles are largely specific to scholarly journals, much of the information also applies to small and start-up publishers. In both cases, the publishers are competing against massive conglomerates that all but monopolize the industry.

For me the highlight is the authors' list of up-and-coming open source epublishing applications. Again, many of them are specfic to scholarly publishing (i.e., some are identified as "journal management and publishing systems" while others are considered "frameworks for collaborative creation, management and sharing of information"), but they are worth exploring.
